Victoria is the wealthy, arrogant, snobbish and devious daughter of Sir Morgan Harris, champion of penal reform; she finds herself accompanying him at an official engagement - a visit to a reform school for delinquent women. In this institution, the inmates are subject to humiliation and a regime of strict corporal punishment. Victoria very much enjoys her visit and watches as new arrivals are 'processed' - stripped, examined and strapped. She sneers at the common riff-raff, and takes great pleasure watching their punishment ... which also excites her sexually... for Victoria has a secret interest in corporal punishment and there is a shady part of her life kept totally secret from Sir Morgan and other family members.

The Governor continues with their tour of the facility, and looks at Victoria in a very knowing way. Victoria doesn't suspect he knows anything about her secret life, but by the end of the visit, her world is turned upside down as her manipulation and scheming, her theft, blackmailing and drug use are revealed. There is nowhere to run and nowhere to hide, and so the arrogant Victoria becomes one of the reform school delinquents, subject to the same harsh treatment she had previously witnessed. She is stripped and switched and bent over the spanking frame for a taste of the reformatory strap. Justice may have been delayed, but now it will be carried out to perfection. Victoria's bottom will pay the price...
